We built this for ourselves first. Over the past months, our own team at NordVisio has been using it internally to work through DORA, NIS2 and the Cyber Resilience Act — and the more we used it, the more obvious it became that other risk, compliance and security teams would get real value from it too. So we're making it freely available.
If you've worked with DORA, NIS2 or CRA, you know the real difficulty is rarely understanding any single article. It's holding all three frameworks in your head at once — knowing which RTS or ITS sits underneath a DORA article, where NIS2 and CRA overlap or diverge, and doing all of that across Danish, Finnish, Swedish and English texts that don't always say exactly the same thing.
Regulatory Navigator is our answer to that. It's a free, browser-based tool — no login, no cost — for working directly with the regulation itself rather than a summary of it.
What it gives you
- The official legal text, reproduced unchanged Every article, recital and annex is pulled straight from EUR-Lex and verified against the source, so you're always reading the actual regulation — in Danish, Finnish, Swedish or English — not someone's paraphrase of it.
- DORA linked to its Level 2 detail All 12 DORA RTS and ITS are built in as their own documents, with active cross-references both ways — from a DORA article straight to the technical standard that implements it, and back again.
- A live crosswalk between DORA, NIS2 and CRA See where the three frameworks place the same obligation on you twice, and where they genuinely ask for different things — structured by theme, not just by article number.
- Filtering and a personal checklist Build your own working view of what applies to your organisation, and export it to share internally with your team or your board.
It's not a substitute for legal advice, and the practical commentary we've added is explicitly marked as our own view, not the law. But it will save you the hours otherwise spent jumping between PDFs, translations and cross-references just to answer a simple question: what does this actually require us to do?

We'll keep improving Regulatory Navigator as we use it ourselves. If you try it, we'd genuinely like to hear what's useful — and what's missing.
